In the very first case, American Arab Anti-Discrimination v Dearborn, MI, a municipal ordinance is questioned not being narrowly-tailored, being too broad, and being vague. Now lets suppose that the city of Dearborn wanted to draft a regulation dealing with the problem of minors smoking cigarettes.

Stores in Dearborn cannot sell tobacco products during times when the public schools are open.

Stores in Dearborn cannot sell dangerous products to young people.

Stores in Dearborn located within 100 meters of a school are prohibited from selling tobacco products.
