In the very first case, American Arab Anti-Discrimination v Dearborn, MI, a municipal ordinance is questioned not being narrowly-tailored, being too broad, and being vague. Now lets suppose that the city of Dearborn wanted to draft a regulation dealing with the problem of minors smoking cigarettes.
